If a match in the knockout stage of a World Cup Finals or continental championship finals happens to be a UFWC title match and goes to extra-time and penalties, should we count the extra-time and penalties as part of the title match? Or should the title match be considered drawn after 90 minutes, with the holders therefore retaining the UFWC irrespective of what happens after?

Extra time and penalties do count in the UFWC, as in the recent match between Angola and Botswana in July - it ended 1-1, but Angola won on penalties, so retained the title and got a ranking point for the win.
