First of all, thank you for the link.
About the first winner, the first champion (actually it's champion no. 0, and not no. 1) is the last winner of the national cup or the league (if it was in regional sstem, as it was in Germany). If there was no league or cup, it will be the first official champion.

So for Germany this would be Borussia Dortmund as they bet 1. FC Köln in the final by 3-1 in 1963.
1963/64 then was the first year (thus making Germany the last european country to have a nation-wide league) the teams of Bundesliga fought in a league system for the official german title.
The first Unofficial German League Championship (UGLC) title match took place on 24/08/63 between champion No. 0 Borussia Dortmund and Werder Bremen. Because Bremen won 3-2 they claimed the first UGLC title.
P.S.: At the end of season 63/64 the official german champion 1. FC Köln also was UGLC title holder, as they gained the unofficial title on matchday 20 (of 30) and defeated it with 8 wins and 2 draws.

For example, if i put here or i send you an email about some south american league, is it good? this season in argentina for TV reasons the matches play in differences hours and days, so there is a unofficial current league champions, but only for this season, not for all the seasons

tra pochi giorni sarò in grado di darti i dati riguardo al UF italian C, io ho iniziato dalla prima stagione di serie A 29-30 il primo campionato a girone unico, perchè prima era suddiviso in gruppi regionali e pieno di squadre sparite o fuse con altre....ci ho provato ma è praticamente quasi impossibile.....io ritengo il BOLOGNA il campione 0 in qualità di campione d'italia della stagione precedente....se ti può interessare rispondimi....ciao w il football
